What subsidies are available for heat pumps in 2025?
In 2025, heating subsidies will be possible for private individuals and companies, including KfW subsidies 458 and 459 for heating replacement. All funding is carried out by the Kreditanstalt für Wiederaufbau (KfW) as part of the Federal Funding for Efficient Buildings (BEG). In addition to subsidies, low-interest loans such as the KfW programs 358, 359, 522 and 523 are available.

Which funding for private individuals?
In 2025, private individuals can benefit from KfW heating subsidies, including subsidy No. 458 for the replacement of an old heating system with a heat pump and loans No. 358 and 359 for energy-efficient renovation measures in residential buildings that have already been subsidized.
KfW Subsidy No. 458 — Heating funding for private individuals in residential buildings
KfW grant No. 458 supports the installation of efficient and climate-friendly heating systems, including heat pumps. The prerequisite for funding is that the measure increases the energy efficiency of the building or increases the share of renewable energy in final energy consumption. This is usually the case when an old oil or gas heating system is replaced.
Only existing residential buildings that are at least five years old are funded. The installation must also include an optimization of the heating system, such as a hydraulic balancing Be connected. Self-built systems, prototypes or used plants are not eligible for funding.
What conditions do I get?
In the case of a single-family home, eligible costs of up to 30,000 euros are taken into account. The maximum funding rate is 70%, which means that a subsidy of up to 21,000 euros is possible. For apartment buildings, the maximum funding amount depends on the number of residential units: 30,000 euros for the first residential unit, 15,000 euros for the second to sixth and 8,000 euros from the seventh residential unit.

How do I submit the application?
Start with the note: You must submit the application before you hire a specialist company or start work. How to submit the application:
- Hire experts: Hire an energy efficiency expert or a specialist company to prepare the “Application Confirmation” (BzA). This contains information on the total eligible costs and confirms compliance with the minimum technical requirements.
- Conclude a contract: Conclude a supply or service contract. This must contain a suspensive condition. This states that the contract will only be effective if KfW approves the subsidy.
- Register and submit an application: Register in the “Meine KfW” customer portal and submit your application there. To apply, you need the BZA ID, which your expert or specialist company will provide you with.
- Implement projects: After funding approval, you have up to 36 months to complete the project. The specialist company then confirms that the implementation has been carried out correctly.
- Submit supporting documents and receive funding: Submit all required supporting documents via the customer portal to request payment of the grant.
KfW Loan No. 358, 359 — Individual Measures Supplementary Loan in Residential Buildings
KfW loans No. 358 and 359 offer low-interest financing options for individual measures already subsidized for the energy-efficient renovation of residential buildings.
- The Credit No. 358 is aimed at private individuals with a Household income of up to 90,000 euroswhose project took place no more than 12 months ago.
- Credit No. 359 Is for a wider target group — In addition to private individuals, homeowners' associations, companies or non-profit organizations are also supported.
Both loans can only be applied for in combination with previously approved grant funding from KfW or BAFA (Federal Office of Economics and Export Control). Debt restructuring and refinancing are excluded.
What conditions do I get?
Supplementary Loans No. 358 and 359 offer flexible terms and fixed interest rates. You can choose between an annuity loan and a term loan. With an annuity loan, you pay consistent monthly installments, while with a terminally due loan, the entire amount is repaid at the end of the term.
The loan amount is up to 120,000 euros per residential unit, with additional interest benefits for annual household income below 90,000 euros. Special repayments are possible from an amount of 5,000 euros.

How do I submit the application?
The application for KfW supplementary loans 358 and 359 is carried out in several steps:
- Grant approval received: First, apply for a subsidy from KfW or BAFA for eligible individual measures. The commitment is a prerequisite for the supplementary loan and must not be older than twelve months when the application is submitted.
- Select financing partner: You apply for the supplementary loan through a financing partner of your choice, such as your house bank, not directly from KfW. The partner will forward the application for you.
- Submit evidence and documents: Submit all required documents, such as proof of ownership (land register extract), proof of self-use (registration certificate) and income tax assessments if you apply for loan No. 358.
- Get a supplementary loan: After the loan approval, you have twelve months to retrieve the loan in a sum or in installments. Starting from the 13th month, a deployment commission is charged.
- Submit confirmations: Submit the payment confirmation from KfW and/or the assessment notice from BAFA to the financing partner. You have three months after receipt of the documents to do so.
- Implement projects and prove completion: As soon as your project is completed, the specialist company will issue a “confirmation after implementation” (BnD). This serves as proof of completion of the payout.
Important: You can start construction as soon as you have received the approval of the subsidy from KfW or the approval notice from BAFA — even if the supplementary loan has not yet been applied for.

Which funding for companies?
Companies can benefit from various KfW subsidies in 2025. These include subsidy No. 459 for the replacement of old heating systems in residential buildings, grant No. 522 for climate-friendly heating systems in non-residential buildings and supplementary credit No. 523 for individual energy measures in non-residential buildings.
KfW Subsidy No. 459 — Heating promotion for companies in residential buildings
KfW subsidy No. 459 is aimed at companies and contractors who want to install an efficient heating system such as a heat pump or connect to a building or heating network. This funding supports targeted measures that reduce energy consumption and promote the use of renewable energy in existing residential buildings.
The prerequisite is that it is an existing residential building that is at least five years old. The installation must involve measures such as hydraulic balancing. Self-built systems, prototypes and used systems are excluded from funding.
What conditions do I get?
As basic funding, you will receive 30% of the total eligible costs. For heat pumps with an efficient heat source (soil or groundwater) or natural refrigerants, an additional efficiency increase of 5% is possible.
The maximum subsidy amount depends on the eligible costs and the number of residential units.

The following steps are required:
- Hire experts: Hire an energy efficiency expert or a specialist company to prepare the “Confirmation of Application” (BzA). This contains all important information on the total eligible costs and confirms that the technical requirements are met.
- Conclude a delivery or service contract: Conclude a contract that contains a suspensive or resolving condition so that it only takes effect after funding has been approved. The contract must include a planned date for implementation.
- Register and submit an application: Register in the “Meine KfW” customer portal and submit the application. The BZA ID (15-digit number) is required for this.
- Implement projects: Once funding has been approved, you can start the project. You have up to 36 months to complete the work. At the end, the specialist company issues a “confirmation after completion” (BnD).
- Identify, submit evidence and receive funding: After completing the work, identify yourself in the customer portal and submit all necessary documents. KfW subsidy No. 522 — heating funding for companies in non-residential buildings
KfW subsidy No. 522 promotes the installation of efficient and climate-friendly heating systems, such as heat pumps, in existing non-residential buildings. The prerequisite is that the measure reduces the building's final energy consumption and that the building is at least five years old at the time the application is submitted. The installation must involve an optimization of the heating system, such as hydraulic balancing. Self-built and second-hand systems are excluded from funding.
What conditions do I get?
The KfW subsidy No. 522 offers a Basic funding of 30% the total eligible costs for installing efficient electrically operated heat pumps. In addition, a 5% efficiency bonus possible if natural refrigerants or a particularly efficient heat source are used. The maximum subsidy amount depends on the net heated floor area of the non-residential building.
After completion of the project and the positive review of the funding requirements, the payment will be made directly to the company's account.

The application for KfW subsidy No. 522 takes several steps:
- Hire experts: Companies must hire an energy efficiency expert or a specialist company. They prepare the commercial confirmation of the application (GBzA), which documents eligible costs and compliance with technical requirements.
- Conclude a delivery or service contract: A contract with a suspensive or dissolving condition must be available. This will only be effective if funding is confirmed. The planned implementation date must be within the approval period.
- Registration and application: The company registers on the KfW portal “Meine KfW” and submits the application there. An authorized representative is required for access and application.
- Implement projects: Once the grant has been approved, work may begin. These must be completed within 36 months.
- Submit supporting documents and receive a subsidy: After completion of the project, invoices and other supporting documents such as GBZa will be uploaded. After successful verification, the subsidy will be paid out.

KfW Loan No. 523 — Individual Measures Supplementary Loan in Non-Residential Buildings
Supplementary Credit No. 523 is aimed at investors who want to implement eligible measures on non-residential buildings. The prerequisite is that there is already a grant notice from KfW or BAFA under the “Federal Funding for Efficient Buildings — Individual Measures (BEG EM)” guideline.
Eligible measures are individual measures for the energy-efficient renovation of non-residential buildings. The prerequisite is that the underlying subsidy must not be older than 12 months.
It is not possible to reschedule existing loans and refinancing of projects that have already begun or completed.
What conditions do I get?
With flexible conditions such as a loan amount of up to 5 million euros and an individual interest rate structure, KfW Loan No. 523 offers an attractive addition to subsidy funding.
How do I submit the application?
The application is submitted in 6 steps:
- Grant approval received: The supplementary loan 523 can only be applied for after a commitment from KfW or an approval notice from BAFA for an individual measure has been received. This is done in accordance with the terms of the BEG Directive.
- Select financing partners and carry out projects: The loan is not applied for directly from KfW, but through a financing partner of your choice, such as a house bank. Arrange a consultation and clarify the details of borrowing.
- Get a supplementary loan: After approval, you can call up the loan in total or in installments. Please note the deadlines of 12 months for retrieval or a maximum of 24 months if extended
- Subsidy received: After completing the work, your expert will confirm that it has been carried out correctly. Submit all invoices and necessary supporting documents to the KfW customer portal.
- Submit confirmations: Send the required documents, such as the BAFA notice and the KfW payment confirmation, to your financing partner.
- Early repayment and special repayment: Repayments can be made from a minimum amount of 5,000 euros without an early repayment penalty. Special rules apply to intermittently financed grants.
Which heat pumps are eligible for funding?
In principle, heat pumps are promoted that work efficiently and in an environmentally friendly manner and meet the requirements of the Federal Funding for Efficient Buildings (BEG). These include:
- Electrically driven heat pumps: These must use an efficient heat source such as soil, water or air and have a high annual performance factor (JAZ).
- Heat pumps with natural refrigerant: These are characterized by low environmental impact and improved energy efficiency, which qualifies them for additional funding.
- Hybrid systems: Heat pumps that are operated in combination with other heat sources (e.g. gas boilers) or renewable energy sources (e.g. solar thermal energy) are considered eligible for funding provided that the renewable energy source covers a share of over 65% of total energy demand.

- Heat pumps with too low efficiency: Systems that have too low an annual performance figure (below the BEG minimum requirements) are considered inefficient and are therefore not eligible for funding.
- Fluorinated refrigerant (HFC) equipment: Heat pumps that rely exclusively on environmentally harmful refrigerants such as R410A are not supported. In the event of leaks, these emit high amounts of greenhouse gases and do not meet environmental requirements.
- Prototypes or used devices: Systems that have been manufactured less than four times (prototypes) or have already been in operation are excluded from funding as they cannot meet the required standards.
- Inappropriate systems: Heat pumps that are not suitable for the intended type of building or do not meet the requirements for hydraulic balancing and air flow rates are also not eligible for funding.
What are the requirements for heat pump subsidies?
For heat pump systems to be eligible for funding, certain requirements must be met. These apply to both existing buildings and new buildings and include aspects such as efficiency, installation and operation.
Requirements for existing buildings

- For gas-powered heat pumps: installation of a gas meter.

- Evidence of a contractual quality check of the heat pump system after one year of operation.

- Mandatory use of panel heating systems.
Do I have to wait until I have submitted my application before I have submitted my project?
As of February 2025, the application for eligible projects must be submitted before construction begins. This regulation has been binding since 01.09.2024. A project can only be started after receipt of the grant or approval notice. It must be ensured that a delivery or service contract has been concluded with a suspensive or resolving condition. This condition links the start of the contract to the granting of funding.
Can I combine KfW funding with other funding?
It is possible to cumulate KfW funding with other public funding programs such as grants, loans or allowances. The maximum funding amounts to a total of up to 60% of the eligible costs. Please note that only one application can be submitted to either KfW or BAFA for the same eligible costs. However, the KfW supplementary loan can be combined with this funding.
